Describe the bug
images of of the form x.y.z are overwritten regualarly

To Reproduce
https://github.com/pulp/pulp-oci-images/pkgs/container/pulp-ci-centos/151980539?tag=3.23.22 should not have been changed recently

Expected behavior
images of the form x.y are overwritten but images of the form x.y.z not
