Faulty semver use

Your description says that this works for angular 1.2 and up, but in your bower.json, you specify ~1.2.
Please see https://docs.npmjs.com/misc/semver (which is also followed by bower).
This means the patch level can change, but not minor, meaning it will always request angular 1.2.x
