Faster document release to fix current document errors #382

Seems a lot of documentations have errors as they are released before the numpy version patch, e.g. https://probml.github.io/dynamax/notebooks/linear_gaussian_ssm/kf_linreg.html, and https://probml.github.io/dynamax/notebooks/linear_gaussian_ssm/lgssm_hmc.html

A simple fix is just change the trigger condition of https://github.com/probml/dynamax/blob/main/.github/workflows/publish_documentation.yml and make it publish a newer version of documentation after each commit to main.
