billy-france was developed for a customer but it was never actually used by Premium Minds due to other factors.

Keeping this module around introduces some overhead for major refactors, and it is hard to justify knowing that it is not used by Premium Minds and no other user has shown any interest in it.

Drop billy-france for billy-8
