Revisit flow of user statistics update after play

We have a few reports concerning this flow because as things stand, it is pretty jury-rigged and I can see it going wrong in some circumstances that run counter to user expectations, namely:

1. Unreasonable PP increase in overall ranking #22289

We probably need to take a look at this again and see whether we can be doing stuff better there to avoid these cases. This also possibly ties into some floated improvements to the overall infra, wherein maybe osu-spectator-server shouldn't be middle-manning in the flow of delivery at all (briefly mentioned in ppy/osu-server-spectator#184).
