I'm using a custom resolution of 1024x768@135hz.
With the screen mode set to borderless and VSync enabled the game renders at 135fps.
With the screen mode set to fullscreen and VSync enabled the game renders at 85fps.
The game changes the monitors' display mode upon changing to fullscreen to a maximum "known" resolution/refresh rate of 1024x768@85hz. This issue persists after relaunching the game.
Changing the game to run at 2x (or higher/unlimited) fps cap does not fix the issue, the screen reports 85hz with fullscreen enabled.
This happens for all refresh rates above the monitors' default timing of 85hz, such as 90 and 120hz, tested with OpenGL and D3D.
System:
Windows 11 23H2
AMD Ryzen 7 7800X3D
(Desktop) RTX 3070, with driver ver. 560.94, no iGPU
Lacie Electron 19 Blue II CRT, no other monitors connected
