版本：1.18.0
控制台操作，流程如下：

新建配置分组，名字为test。
创建配置文件，名字为test。
编辑内容为hello，保存。
发布，版本号为v1。
删除配置文件。
创建配置文件，名字为test。
编辑内容为hello，保存。
发布，版本号为v1。

此时配置文件为待发布状态，配置版本列表为空。
