Scope out the QoS - Test Score Submission M3 work.

The E2E QoS Test Score Item is a medium priority feature that is vital to the future of the Pocket Blockchain.

With the help of @kutoft and the backend team, we need to scope this out using learnings from portal.pokt.network.
