[Feature] Inter-Tile Drawing

I keep having problems where I am drawing a tile, hit the edge, and forget that it just.. Stops. It causes a LOT of problems when something straddles the edge, especially when you have something in the corner. Main things that would be nice to fix or make a setting in the Tile Mode menu:

• Fill Tool should spill over across tiles
• Pen would be able to cross over (of course)
• Color pick pixels in other tiles
• Lasso/Rect across tiles
• Don't use line tool much, but it would probably come in handy too
