Problem

Currently we have multiple tools (tiup, tidb-operator, tispark) that are all maintained separately and have their own versions. This rose some confusions and difficulties for customer to understand which tool and its version should be used against specific TiDB version.

Solution

We can provide a easy to read matrix to layout this mapping and compatibility relationship.
