Vagrant setup

There are wishes to have a dedicated VM setup with vagrant.

ATTENTION

This should happen in another repo and be just linked to this repo.

May I ask why this should be in another repository? The only thing needed to setup the vagrant box is a Vagrantfile file.

Of cause. The reason is that this will be more then just a vagrant file, as
you can see in the first PR in the Dev-env repository. I want to keep this
one sleek and clean.
And vagrant is a nice to have, but the homepage does not need to run inside
this box. And hopefully never will, b/c it's should stay as easy as
possible.

Any plans for which config management tool to use for the box, Chef or Puppet?

Oh, and if vagrant stuff is supposed to be in an own repo, shouldn't this ticket be in that repo?
After all, you can't create a pull request for this ticket here, if the fix ends up in another repo, can you?
