Having attended conferences in the past, on occasion the toilets have ran out of toilet paper.
Makeshift systems end up happening, but at some point you will arrive at a toilet and it won't have been cleaned and there is no toilet paper. That's a sanitation issue that affects everyone.
There is also accessiblity issues to consider with this. Very often disabled toilets in the public world are locked and in one particulary annoying case, the disabled toilet was down a level and you had to go back upstairs to request the key.
There need to be a promise of available disabled toilets and ideally gender neutral bathrooms (even if it's just a temporary sign)
A plan for checking toilets and ensuring they are kept clean and stocked during the event, don't just rely on the venue check with that venue.
Also check that the facilities are accessible and not relying on an elevator to get to the disabled toilets on that level.
