Validate/limit Rosetta locale list

Currently, Rosetta is showing our full list of supported locales. This could lead to translation fragmentation (multiple unnecessary regional dialogs of a single language).

We have recently been granting new translators with a select number of locale(s) tied to their profile. It would be nice to limit the locale list to only allow selection of those locales.
