Delete "todo-should-have-issue" from package.json

When this simulation is further along in development, delete this from package.json, so that TODOs require an associated GitHub issue:

Personally I'm fine turning that rule on from the beginning. I point all my TODO comments to the initial sprint issue at the beginning unless they level up to a special attention category.
