Energy Graph Type and Checkboxes are not stateful

Problem description
For phetsims/qa#1196 in State, on the Graphs screen, if the upstream sim is launched with Time selected, the downstream sim will still have Position selected.

Steps to reproduce

1. In the upstream sim of the State wrapper, go to the Graphs screen
2. Press Pause
3. In the Energy Graph Accordion Box, toggle to Time
4. Press Set State Now
