Skater is upside down or gigantic after pressing Restart Skater in Standard PhET-iO wrapper

Problem description
For phetsims/qa#1196, with the "w" track when the skater is returned to the top of the track in the launched sim, it follows the track upside down.

Steps to reproduce

1. In studio on the Into screen, select the 'w' shaped track (3rd option)
2. Place the skater at the top of the track
3. Press test
4. Press Reset Skater

Sometimes the skater becomes huge and appears in the upper right corner when pressing Restart Skater:
EDIT: Sometimes the girl stays in the upper right corner and the wrapper is frozen. Nothing appears in the console.

Following the original steps, I do see it with the other tracks as well, but not all of the time.

I saw the gigantic skater with these steps (may not always occur):

1. Put the skater on the track
2. Pause sim
3. Launch/set state
4. In launched sim, press play
5. Pause again
6. Hit restart skater.

This can also happen with the green restart skater button if the skater is off screen.
