Pie Chart may not be stateful when sim is paused

Problem Description
For phetsims/qa#1196
The Pie Chart doesn't translate properly in studio/state if the sim is paused. The bottom character will have their pie chart from before state was set (or a dot if launching from studio).
Steps to Reproduce

1. Go to the State wrapper
2. Set refresh rate to 0
3. Go to the first screen in the top sim
4. Turn on pie chart
5. Pause sim
6. Drag character into the air
7. Set state
