Simplify Top and Bot sections in Practice toolbar UI

Feature Description

UI redesign top bar and Emoji bar when clicked on a message>> aim to help users not DISTRACTED away from the Practice toolbar

Rationale

Top bar
7 functions from Left to right: Forward, Copy, Pin, EDIT, Delete, Report, Info ( Replace Close with Forward msg that used to be in the Emoji bar)
Center align top bar functions

Emoji bar same height as the input text bar
move to the Left (Replace ">" with Google Reply Icon and move the icon to the left of Reply)
For mobile versions:<6 Emoji icons with a Plus for more options> move to the Right of the bar
For desktop versions: Fill the bar with more Emoji and large spacing in between, max 11 Emojis.
