Adding chat to space without permission

actual:
if you try to add a chat to a space that you are not an admin of, the toggle will turn on but you get a no permission error.

expected:
If my user doesn't have admin rights for the space, i'd expect the toggle to be deactivated and not be able to toggle on or off.

to reproduce:

1. login to a user who is in a space but not an admin
2. go to a chat
3. try to add/rremove the chat from the space
4. observe the action is unsuccessful though the toggle still moves
