Add commands for administrators, for example: [addowner] and [deleteowner] giving data including the name of the apartment and the player ID [steam id or license] of who the apartment should go to.

I don't think commands are the correct approach, typing out property names and char identifiers would get very painful very fast. Admins would be able to edit those details directly in the db but that certainly has it's issues.

Currently the best way is to use the transfer features in the management zone of each property, this is meant to better align with rp and is secured behind the property permissions.

The best option is likely to add an admin menu from which ownership of all properties can be controlled but I haven't had a need for it yet as this resouce is still in development.
