This happens when building on Windows. My ffmpeg installation has that file in ffmpeg_path/lib.

Fix

tensor-stream/setup.py

Line 50 in 6102ec4

library_path += [ffmpeg_path + "/bin"]

needs to be library_path += [ffmpeg_path + "/bin", ffmpeg_path + "/lib"]
