Translate more controls and add norwegian language locale

Is your feature request related to a problem? Please describe.
Origo cannot be used in other countries until all of its controls/functions has been translated. If we could translate more controls and add support for easy implementation of several language packs, Origo would be much easier to implement in new countries.

Until now Trondheim municipality have used a translated version of origo that does not merge well with the new 2.9 version. The new localization feature that was recently added was well made and could solve this issue if the development continues.

Describe the solution you'd like
If the remaining controls could be translated, it would be easier for municipalities outside sweden to implement origo.

I have added a norwegian language pack and translated several controls (geoposition, measure, splash and draw) for swedish, english and norwegian. I could do a PR for this when I'm confident the code follows your PR guidelines.

Hello Bendik, we very much appreciate the interest in Origo and in helping to complete the localization support!
We have decided to for the moment only include the languages that we can verify, which are Swedish and English, as part of origo-map/origo.

And to create a new repository for other language files under the origo-map/ organization together with instructions on how to use them and add to the repo.

This new repo will be created shortly (within a week ideally) and we would appreciate if you could then create a PR for Norwegian language there. Meanwhile we welcome a PR for the rest of what is proposed here in this repo.
