Auto assign, reallocation and move configs from dhall to DB

1. Move driver pool configs, onboarding configs from DB to Dhall
2. Add Exotel healthcheck api, have to set it up from exotel dashboard
3. Shared API added for the web
4. Add special location at BAP side too
5. Ride reallocation after driver cancellation (disabled it for now)
6. Added shard based allocator jobs to reduce pool batching jobs delay in production
7. Add auto assign in backend (will start working after UI integration is done)
