Move static_centerline_generator to autoware_tools

This package is not made to be run during the autonomous driving. It is a tool for generating center lines offline.

It depends on some packages from universe. But none of the universe packages depend on it.

Can we move it to https://github.com/autowarefoundation/autoware_tools ?

The reason this package still remains in the universe is because it heavily depends on obstacle_avoidance_planner.
If there are updates to obstacle_avoidance_planner, I would like to run the CI for this package together.

However, this functionality should be in the tool. Is it possible to import tool.repos in the autoware.universe CI?
