Probably. There are two ways brew can work, it can download things with the right configuration or it can try and compile things. Without a compiler or the right configuration that will not work so you'll need to fix one of those |

Description of issue
I do not have root access, this is a Ubuntu 20.04 LTS docker container without any build tools running. This has led to the weird behavior that I cannot build anything from source, including the compiler itself. This seems like a catch-22, do I have to curl a prebuilt compiler binary to bootstrap the system?
