[Enterprise project] Support for binding enterprise project when resource creation

Description of the enhancement

Hi,

Currently, most resources created in OpenTelekomCloud cannot be bound to an enterprise project, which is a frequently needed functionality.
Adding this feature would allow for better categorization of resources and cost tracking. It would be greatly appreciated if this feature could be implemented.

Hi @Jambo-sudo, enterprise project not available yet in OTC, we will implement this service when it possible.
