g722 segfault #147

I'm on Windows10/cygwin64/gcc9.3.0 and I got a segfault when running g722 tests. I traced it down to this line in the saturate function.

STL/src/basop/basop32.c

Line 192 in 08571c1

var_out = MIN_16;

What could be the cause?
