Keep table and chart buttons visible as you scroll down obs #20

so you can switch easily between the two - e.g. if down the bottom of chart view and want to quickly see the numbers of that Obs.

Also would allow the "new obs" button described in #18 to be visible at all times when in obs chart viewing mode,
