Regularly spaced time series may use the baseTime and spacing properties of the TimeSeries metadata object. This is not a required property of the metadata object and it's absence doesn't infer any pattern (regular or irregular) on the timeseries itself. Irregular timeseries, although not explicitly discussed in the TSML 1.3 spec, seem to be supported using either of the TimeseriesTVPObservation feature class or TimeseriesDomainRangeObservation feature class.
