Build with private repo registers

It is possible to build using local-config and local copies of private repos.

Viewer does not work in this case however.

also the github workflows cannot build using private repo registers

Also some inconsistencies in bblocks-local-config.yml:

• should be .yaml
• syntax is dict format but master is a list - at the very least this should be in docs and a template file present with a comment in it?

we still need local working copy override IMHO - but perhaps there is a recipe for git workflow access and a way to replicate in local build with tokens ?
