Register media type for CWL when OGC API - Processes - Part 2 is published #169

When OGC API - Processes - Part 2 is published, we will need to register the CWL media type in the OGC Definitions Server.

Progress towards the registration of the CWL media type at IANA can be tracked at common-workflow-language/common-workflow-language#421

The IANA media types application/cwl and application/cwl+json are now official! https://www.iana.org/assignments/media-types/media-types.xhtml
