[GH Request] Create openedx/codejail-service repo

Problem/Request

Create openedx/codejail-service repo. It will have the same ownership as openedx/codejail. However, Arch-BOM would like full push-pull access during development. This access could be removed once development is complete.

Based on Slack discussion in #ask-axim.

Repo has been created and permissions assigned. Repo checks have been run, a repo owner will need to do the following to finish setup:

• Review and merge the repo workflows: Update standard workflow files. codejail-service#1
• Add a catalog-info.yaml

I've made the assumption that this should be licensed Apache 2 as that's what codejail is, please let me know before merging anything if you think this needs to change. If you run a cookiecutter to generate some default code please make sure to keep the license choice the same.
