Separate multi-byte code from single-byte code in CRTL

Some of single-byte functions include multi-byte processing that final executable include full multi-byte stuff even if it works with single-byte characters only.
The multi-byte stuff should be fully separated (not used) until multi-byte character functions are used in executable.
