Multiple checks in one tag

We can group checks together e.g. for coverage, coherence etc and enable the report creator to specify one tag for all the checks in that category. Additional options are one tag for: all failures, fields where no data is published, all tables etc.

This should help to reduce errors made by the person creating the report.

@sabahfromlondon I can't remember what this issue means. It seems a bit under-specified. What would the tag look like, and what would its output be?
