Some of these are low priority, because the fields are extended fields and/or infrequently filled in, globally.

Accuracy

https://eproc.pages.code.europa.eu/ppds/pages/data_quality/Accuracy/

  • Value ranges use €1000 to 0.1% of Member State's GDP [instead of our fixed range]
  • Value should not be placeholder (repeating same integer 9 times, or 123,456,789)
  • tender/endDate should be 1 week to 2 months from tender/startDate [double-check if these are reasonable limits]
  • Party details
    • If winner is SME, contract value <= €5M
  • Bid statistics
    • Number of bids <= 250 (same for SME bids, EU bids, non-EU bids)
  • Lots
    • Number of lots <= 50 for works and services, <= 500 for supplies [we observe > 1000 for medical framework agreements, but rarely]

Consistency

https://eproc.pages.code.europa.eu/ppds/pages/data_quality/Consistency/

  • Non-universal codelists
    • CPV code matches mainProcurementCategory field
  • Bid statistics
    • If contract is awarded, number of bids and/or tenderers >= 1
    • If winner is SME, number of SME bids >= 1 (same for EU and non-EU)
    • Number of bids >= number of SME bids (can repeat for EU and non-EU)
  • Award criteria
    • Award criteria weights sum to 100% (if exact percentages)
