submariner integration

We need to onboard submariner integration with open-cluster-management with addon-framework

Issues we need to address:

• https://github.com/stolostron/submariner-addon/blob/main/README.md mentions https://github.com/stolostron/deploy which doesn’t have an OCM-io equivalent AFAIK
• https://github.com/stolostron/submariner-addon/blob/main/Dockerfile relies on the Stolostron build images
• https://github.com/stolostron/submariner-addon/blob/main/scripts/deploy.sh relies on https://github.com/stolostron/registration-operator (which is identical to https://github.com/open-cluster-management-io/registration-operator)

The OpenShift and OLM dependencies are all on public components, I don’t think there’s anything there which would prevent non-Stolostron users from using the Submariner addon.

The main concern now is how to migrate the project. We can’t only transfer the project, we want to still have projects in both orgs so that we can have the Prow jobs and release branches in Stolostron. One possible approach is to transfer the project to OCM.io and then fork it back. The OCM.io should then rely on GHAs instead of Prow.
