Write script to unpack mbtiles

We need to write a script that will unpack each mbtile to an output directory:

mapbox_to_s3/tiles/<tileset_name>/

The export can be done with command line tool mb-util:

Export an mbtiles file to a directory of files: $ mb-util world.mbtiles tiles # tiles must not already exist
