Set up Kueue infrastructure via Terraform

• Make a basic terraform config
  • Create a Kubernetes cluster for running questions
  • Set up Kueue on the Kubernetes cluster
  • Build and push service revision docker image to artifact registry
• Allow services topic in the SDK to be named other than octue.services (to support Terraform workspaces/environments)
• Add basic config to the current or a new terraform module
• Finish existing terraform module
• Enable destruction of GKE infrastructure separately from event store and artifact registry (for cost saving in low periods)
