In the Kubernetes configuration, there should be a persistent mount to NFS/Ceph for file uploads.

Not sure if this issue is necessary anymore given that the persistent mount is already there on /data. It should probably be reconfigured so that that policy of said mount is Retain rather than Delete.

we may want to look into using https://github.com/matrix-org/synapse-s3-storage-provider as well in the long term and hooking it directly up to ceph object storage s3 api
