Unzip the .zip file you downloaded.
Then, check if there are add-on sources.
Add-on sources are located on the different places depending on the add-on version.

The location of the add-on folder depends on your operating system.
If the folder does not exist in your environment, make it in advance.

Enable add-on, then you can use add-on OpenAI-Bridge.
The name of add-on displayed in Blender is OpenAI Bridge.
