Microsoft support of .NET Core 3.1 ended in December, 2022. We should remove the agent and update all 3.1 engine tests to .NET 6.0 or 8.0. User tests targeting .NET Core 3.1 will still be supported, so this is considered non-breaking.

Based on discussion of platform support, we will keep 3.1 for a while longer.
