Section 2.2.1 mentions a SPARQL-endpoint as a requirement for level 3 publication of linked data. We should describe this a SPARQL compliant querying service that can be provided through a SPARQL-endpoint or other services such as a SPARQL-client for Linked Data Fragments APIs.
