Add Fastcat Command to set FTS guard limits

Once a FTS limit is tripped, the system may required increasing these guards in order to retract and get out of the high-load condition.
Make sure to add the command consistently to all FTS devices:

• Fastcat - Fts
• Fastcat - VirtualFts
• JSD - AtiFts

This will be closed properly with Fastcat Parameters, tracked in #96 . As a stop-gap, there is a command to disable and renable that will work for the moment.
