install plugnmeet win64

Hi,

I saw that there is a windows plugnmeet win64 present, is there a manual for installing it on a windows machine? Can this exuctable be run in a windows environment?

I am trying to do this but can't start, even if I place a config.yaml file in the same directory then it seems to want to start but crashes and comes up with the following message:

Maybe this doesn't work that's why I'm asking if there is a manual for it.
