mash-firezone will silently fail to create admin password unless one set in vars.yml meets unstated criteria

during setup, if your vars.yml firezone admin password does not meet criteria, the script will appear successful but no admin user/pwd will be created.

entering the docker and running bin/create-or-reset-admin will give a meaningful error. however, just run-tags firezone-create-or-reset-admin will not.
