Bring back multicast disco?

#202 removed the Disco dict, and multicast disco with it.

As outlined in oscoin/oscoin#202 (comment), it is somewhat questionable if we want it back, at least in the old form.

I think it might be quite useful for testing both locally and within our LAN. Otherwise you have to create seeds for every peer. So if it's not too much work, I think it's worth it.
