[BUG] HTML and CSV exports do not support non-ascii properly

Hi, We love this report system, and so glad the export CAAT spreadsheet can show other than english correctly.
But exportHTML & exportCSV have not correct shown for other languages, could anyone handle this? or had better a language button for export option. many thanks.

Expected behavior
I'll very happy that the basic HTML & CSV can export other language correctly.
