Consider creating a feature to automatically run workflows on a cadence for groups of enrollments (devices).

This also extends to sending 'bare' commands (called All Command Responses in the workflow config. I.e. some workflows can respond to all commands — we might be able to support just sending raw non-workflow commands to enrollments, too.
