Migrations: Revisit requirement of specifying schema versions in migrators #2205

On a side note, I foresee this remaining a confusing part of writing a migrator (i.e. having to wait until someone has made a decision about what the next schema version number will be, before being able to finalize these lines of code). I'm going to open a ticket from this PR comment.
