Starting a snap-run with SnapPy with a release start-time with non-zero minutes, minutes are internally set to 0.

The startup in this screenshot:

creates a input file like:

TIME.START= 2024 11 28 9
RELEASE.HOUR= 0, 1

whereas I would expect:

TIME.START= 2024 11 28 9
RELEASE.HOUR= 0.5, 1.5
